There is need for drastic changes within the security services if crime is to be reduced

The security services – Guyana Defence Force, Guyana Police Force and Guyana Prisons – have all joined in providing information from these agencies that are misleading and, in many cases, outright fictitious. Firstly, the APNU/AFC Government security measures implemented so far have not put a real dent on the serious crimes committed on innocent Guyanese.

Many of these crimes are committed by active members of the Army, Police and Prison Services. These agencies in the eyes of the general public have been lenient with these lawbreaking security men and for sure lost the respect and trust.

There should be more robust rules: for example, once charged, suspension without pay; no bail should be granted to those charged; once convicted, they should be dismissed promptly and they should be treated just like everyone else when charged.

On the other hand, the Government should set up a Civilian Legislated Agency to review all security services personnel who have committed crimes proven in court or not and implement strict disciplinary measures. For the convicted, they must be dismissed forthwith.

The culture of the security services from top to bottom must change if the unnecessary crimes in Guyana will end. Crimes committed by Police such as stopping a car and seeking a bribe for lunch or you get a ticket is illegal and must stop. Zero tolerance for bribes for getting a birth certificate, passport, driver’s licence, property title, a business licence, a liquor licence, a vendor licence, building licence, and noise infraction in taxi and minibuses, even covering up serious criminal offences. This culture needs immediate attention, action and review every three months to fine-tune corrective measures as they are put in place.
