The Eccles/Ramsburg Neighbourhood Democratic Council (NDC) and the Providence Community Centre and Sport Club (PCC&SC)ground and Management Committee on Tuesday signed a Memorandum of Understanding (MoU) aimed at promoting proper accountability and better management of the facility.
The MoU was signed in the boardroom of the NDC office at Peter’s Hall, East Bank Demerara after the council approved the sum of Gy$1.5 million for the upgrading of the facility.
The money was made available from the NDC’s 2013 budgetary allocation and will be used to upgrade the play field and pavilion. Works are expected to commence next week.
In conformity with the MoU, the Providence Community Centre and Sport Club ground and Management Committee will be responsible for the preparation and execution of a yearly work programme and budget, the preparation and submission of monthly reports and financial statement to the NDC; the secretary of the committee will be task with the preparation and presentation of a monthly report at the council’s statutory meeting; the committee must hold a half yearly accountability meeting and all decisions made by the committee must be submitted to the council for assistance in a timely fashion.
On the other hand, the Eccles/Ramsburg NDC is responsible for calling an election if the committee is not satisfactorily fulfilling the functions it has been designated; request by the management committee must be fulfilled within seven days by the NDC; a councillor should serve on the management committee and by a signatory to the committee accounts.
The NDC is also tasked with the responsibility of employing a caretaker.
Speaking at the MoU signing, NDC Chairman, Saeed Khan said the rehabilitation of the facility will pave the way for the resuscitation of sporting activities within the area.
“For too long this facility has been dormant. We at the NDC want to see youths get involve in some recreational activities, so with the rehabilitation of this facility, we hope not only youths will benefit but everyone within the NDC,” Khan said.
He charged the management committee to work hand-in-hand with the NDC and that proper accountability be in place at all times.
Chairman of the Providence Community Centre and Sport Club ground and Management Committee Rohan Sarjoo said he is pleased with the NDC’s input, stating that it will enhance the development of not only cricket but sport in general within the NDC.
