IMPACS suggests Caricom set up own DEA

Director of Caricom Implementation Agency for Crime and Security, (IMPACS) Francis Forbes has suggested that Caricom establish its very own Drug Enforcement Agency (DEA).

Forbes was making reference to the unwillingness or reluctance of certain territories to work in collaboration with U. S. agents.

As a law enforcement agent, Forbes said he looks forwards to the day when Caricom can set up a DEA, an initiative which he thinks can be realised.

“I think we could be very successful. You know you have Jamaicans coming to Guyana to work undercover and vice versa, we have Guyanese who sound similar to Jamaicans going over there,” Forbes mentioned.

He added that these are some of the objectives the Caribbean can keep in mind to build their own capacity in the region. Forbes noted that Caricom has been working stringently to ensure the intelligence capabilities of member states are improved.

Meanwhile, he has predicted huge interceptions in the drug trade in the coming months since illegal operators attempt to recover costs of previous busts with larger and larger shipments.

“Some of the successes we have been experiencing in recent months is a direct result of some of the mechanisms and structures that we now have in place that perhaps four or five years ago never existed,” the security expert said.

On the issue of extraditions, Forbes stated that despite the backlog in the court system, efforts with reference to apprehension under international warrants will continue unabated. With the supply of maritime security assets from the United States and structures to develop a better picture from illegal traffickers, Forbes is confident that law enforcement efforts will be boosted.

Despite the absence of a DEA in Guyana, Home Affairs Minister Clement Rohee has reiterated that this is not due to the absence of political will on the part of the administration to fight narco-trafficking.
